Senate fiscal panel makes military retireesโ€™ tax exemptions a two-year bill; Ramos vows to find funding mechanism

Measure has already made it further than previous efforts

SACRAMENTOโ€”Assemblymember James C. Ramos (D-San Bernardino) today issued the following statement about his AB 46, a bill to grant state tax exemptions to military retirees and their dependents. The measure is now in the Senate Appropriations Suspense file. California is the only state without such tax relief even though similar measures have been attempted in the past. This is the first time the proposal has made it out of its legislative house of origin:

I am proud that my effort to grant military retirees and their dependents a state tax exemption has made it further than all previous attempts. AB 46 has received overwhelming public support and from members of both parties in each house of the Legislature. Not a single vote has been cast against it.

Yet, California is facing a budget deficit of almost $32 billion, as reported in June. Actual state revenues for the current budget year will not be known until October, when the state receives this yearโ€™s tax revenue. I am committed to seeing this bill get to the governorโ€™s desk and win his signature. I also want to secure a fiscally responsible mechanism to fund AB 46. To address these twin concerns, additional time is needed to secure a viable and ongoing funding mechanism even as the state weathers challenging economic times. I will collaborate with the Newsom administration to find a responsible budget solution. AB 46 will move forward next year on a stronger fiscal footing as it moves forward. I view this collaboration as a positive step toward passage of AB 46.
