On February 18, 2025, CAL EANGUS President Josh J. Baker provided testimony before California Assembly Budget Subcommittee No. 5 on State Administration regarding the Military Retirement Exclusion Trailer Bill Language (TBL). The proposed measure would exempt military retirement pay from state income taxes, a long-overdue step that would bring California in line with the majority of states that already provide tax relief for military retirees.

During his testimony, President Baker emphasized the importance of this exemption in retaining a highly skilled workforce in California. Military retirees often bring decades of experience in leadership, logistics, cybersecurity, healthcare, and other critical fields. However, due to California’s lack of tax incentives, many choose to relocate to states with more veteran-friendly policies, taking their expertise and economic contributions with them.

“This legislation isn’t just about doing right by our veterans—it’s about investing in California’s future,” said Baker. “By supporting those who have dedicated their careers to military service, we ensure they remain in our state, continuing to serve in civilian capacities, mentoring the next generation, and strengthening our economy.”

This effort aligns with CAL EANGUS’ broader mission to advocate for policies that support National Guard members, veterans, and their families. The organization has actively engaged in legislative efforts at both the state and federal levels to improve benefits and recognition for service members.
