
On October 18, 2025, the California State Commanders Veterans Council (CSCVC) convened its quarterly conference in Visalia, California, bringing together more than 20 representatives from Military and Veterans Service Organizations (MSOs and VSOs) from across the state. The CSCVC serves as a unified voice for California’s veterans community—advocating for legislation, benefits, and policies that improve the quality of life for veterans, servicemembers, and their families.
This year’s meeting focused on developing a coordinated legislative strategy for 2026. Discussions centered on enhancing the state’s military pension tax exemption—a major victory from the past legislative year—and building on that success through new advocacy priorities. Key initiatives include:

Making Emergency State Active Duty (ESAD) pay tax-free for California National Guardsmen activated by the governor during a declared emergency.

Passing the Veterans Benefits Protection Act (SB 694) to stop unaccredited “claim sharks” from exploiting veterans seeking VA benefits.

Expanding property tax exemptions for disabled veterans and their families.
Seth Reeb, of Reeb and Associates, provided an in-depth Legislative Update covering all veteran-centric bills from the past legislative year. He emphasized the power of grassroots advocacy, reminding attendees that policy change begins with personal engagement—phone calls, emails, social media posts, and face-to-face conversations with legislators. Seth encouraged every organization represented to mobilize their members, share legislative updates, and ensure that the voices of California’s veterans are heard in the Capitol.
He also unveiled new technology tools that will soon make it easier for veterans and supporters to engage directly with lawmakers when priority bills reach key votes. The Council was honored to host CalVet Secretary Lindsay Sin, who provided important updates on CalVet programs, veterans’ homes, and ongoing efforts to improve outreach and services across the state.
The meeting concluded with the annual CSCVC nominations and officer confirmations. The existing slate of officers will continue their service with one key change—CMSgt Josh J. Baker stepped down as Legislative Director to focus on his national responsibilities as President of EANGUS. The Council unanimously approved David Brambila (California American Legion) and Jeff Hawley (CAL EANGUS) as co-chairs of the Legislative Committee, ensuring continued strong leadership and collaboration across California’s veterans community.
The CSCVC continues to stand as the collective voice for California’s veterans—united in purpose, strategic in action, and steadfast in advocacy.
