The California Enlisted Association (CAL EANGUS) continues to strengthen its role as the Voice of the Enlisted by actively engaging in legislative advocacy at the California State Capitol.
Recently, CAL EANGUS Executive Director CMSgt Josh J. Baker appeared before the California State Assembly Military and Veterans Affairs Committee to provide testimony on legislation impacting California’s service members, veterans, military retirees, and their families. Representing an organization that advocates on behalf of more than 24,000 California Army and Air National Guard members and over 2,500 CAL EANGUS members statewide, Baker emphasized the importance of ensuring the Guard community remains represented during policy discussions that directly affect their quality of life, benefits, and readiness.
The hearing included several bills introduced by Senator Bob Archuleta, a longtime supporter of California’s military and veteran community.
One of the key measures discussed was SB 1407, legislation that would exclude military retirement pay and Survivor Benefit Plan (SBP) payments from California state income taxes. If enacted, the bill would provide meaningful financial relief to military retirees and surviving spouses while helping California remain competitive in retaining military talent and encouraging veterans to remain in the state after their service.
Additional legislation reviewed by the committee included:
- SB 623 – Veterans’ Bond Act of 2026, which would provide funding opportunities and resources to support California veterans.
- AB 888 – Disabled Veterans’ Property Tax Exemption, aimed at ensuring disabled veterans receive the property tax relief they have earned through their service and sacrifice.
CAL EANGUS extends its appreciation to Senator Archuleta and members of the Military and Veterans Affairs Committee for their continued commitment to California’s military community. The Association also recognizes the legislative staff, veterans service organizations, and community advocates who work collaboratively to advance policies that improve the lives of service members, veterans, retirees, and military families.
