


MSgt Matt Phelps, 195 Wing, was awarded the EANGUS Heroism meal for actions he took to save a life in June 2020. State President Josh J. Baker presented MSgt Matt Phelps the award during his unit’s holiday party at Beale AFB on December 5, 2021. On June 7, 2020, 195th Wing reported that MSgt Matthew Phelps was driving home from duty on S CA HWY 99, in Yuba County and came upon a vehicle accident. MSgt Phelps stopped his vehicle and backed-up to the area where he found tire marks leaving the highway, through a fence, and into a canal of water. He witnessed a minivan in water about waist deep and went to assist. The driver was slumped over the steering wheel. MSgt Phelps then contacted the California Highway Patrol and remained with the injured driver until CHP arrived. MSgt Phelps assisted the CHP in extracting the driver from the vehicle, the canal, and to safety. MSgt Phelps was in uniform and is a CA ANG full-time technician on FTNGD (CARES act) status [at the time of the incident]. Sergeant Phelps‘ actions directly contributed to saving the life of the driver.
