California Enlisted Association of the National Guard of the United States (CAL EANGUS) President Josh J. Baker has officially voiced support for Assembly Bill 53 (AB 53), authored by Assemblymember James Ramos, which seeks to exempt military retirement pay from state income taxes.
In a letter addressed to the California Assembly Revenue and Taxation Committee, President Baker highlighted the importance of bringing California in line with the 49 other states that offer some form of tax relief for military retirees. He emphasized that AB 53 is a critical step toward making California a more attractive and competitive state for veterans and their families.
Why AB 53 Matters
Currently, California is one of the only states that does not provide a tax exemption for military retirement pay. As a result, many highly skilled veterans choose to relocate to states that offer such benefits, taking with them not only their leadership and expertise but also their families and economic contributions.
“This bill is about more than just financial relief—it’s about retention and workforce development,” said President Baker. “Military retirees possess valuable skills in leadership, logistics, healthcare, cybersecurity, and many other fields. By supporting AB 53, we encourage them to stay in California, contributing to our economy, workforce, and local communities.”
Strengthening California’s Commitment to Veterans
In addition to ensuring that California remains a viable option for retired service members, AB 53 would also support military families, many of whom have already established roots in the state. By providing this exemption, California would reinforce its commitment to those who have dedicated their lives to service.
CAL EANGUS remains steadfast in its mission to advocate for policies that protect and enhance the benefits of enlisted National Guardsmen, veterans, and their families. The Association urges lawmakers to prioritize AB 53 and recognize the long-term economic and social benefits of keeping retired military members in the Golden State.
