This week, State President CMSgt Josh J. Baker appeared before the California Senate Judiciary Committee to deliver testimony on behalf of the California Enlisted Association of the National Guard of the United States (CAL-EANGUS) in strong support of Senate Bill 694 – the Veterans Benefits Protection Act.

SB 694, introduced by Senator Bob Archuleta, takes direct aim at predatory practices by so-called “claim sharks” who attempt to charge illegal or excessive fees to help veterans file for their earned VA benefits. The bill strengthens consumer protections for veterans and their families by ensuring only VA-accredited representatives can charge for claims assistance, while also enhancing penalties for unauthorized access to veterans’ data.

President Baker stated, “California veterans deserve qualified, ethical, and transparent representation when navigating the VA benefits system.”  CAL-EANGUS has consistently prioritized legislative efforts that protect the well-being of enlisted members, veterans, and their families—making SB 694 a critical step in safeguarding those who have served.

Following testimony, the Senate Judiciary Committee voted to move SB 694 forward to the Senate Rules Committee.

CAL-EANGUS was proud to stand alongside more than 30 military and veteran associations from across the state in unified support of SB 694. Together, these organizations demonstrated the collective voice of California’s veteran community, sending a strong message to lawmakers about the urgency of passing this legislation.
