As the 2025 legislative cycle comes to a close, California veterans have achieved several key victories—thanks to the combined efforts of advocates, legislators, and grassroots supporters across the state. Key Victories for Veterans
This year marked a historic win with the first-ever state tax exclusion on military retirement pay and Survivor Benefit Plan income, providing up to $20,000 in relief for 130,000 veterans and spouses. Additional progress included recognition of military training through the Master Plan for Career Education, which opens new career pathways, and movement of Proposition 1 housing funds to support veterans facing homelessness and behavioral health challenges.
Challenges and Lessons Learned
While victories are important, the fight is far from over. The debate around SB 694, aimed at protecting veterans from predatory actors charging illegal fees, highlighted a difficult truth: grassroots voices matter. Despite the importance of this bill, only 134 veterans sent letters of support, while opposition forces spent over $500,000 lobbying against it. Lawmakers made it clear—when they only hear from the opposition, veterans’ priorities lose ground.
Why Grassroots Advocacy Matters
Advocacy isn’t just about professional lobbyists in Sacramento. It’s about every veteran, family member, and ally who takes a few minutes to call, write, or meet with legislators. A modest number of voices can outweigh vast financial opposition when lawmakers hear directly from those impacted. The report urges all of us to step up, share information, and amplify our collective voice.

The fight for veterans’ rights continues. Key bills, including SB 694, will return in January when the Legislature reconvenes.
