SB 694—authored by Senator Bob Archuleta and co-sponsored by Attorney General Rob Bonta—prohibits unaccredited individuals and companies from charging fees to assist veterans with VA disability claims. The law also criminalizes unauthorized access to veterans’ federal login credentials, closing dangerous loopholes that have allowed bad actors to profit from those who served.

For years, veterans have been targeted by companies promising faster or better VA claims outcomes while illegally charging thousands of dollars for services that should be free. SB 694 puts a stop to that exploitation and aligns California law with federal VA standards.

Your Organization’s Role

This victory belongs to all of us. From our statewide membership to the newly formed Rapid Response Team, formed through CAL-EANGUS’s Lobbying Agency, Reeb and Associates, we proved what is possible when Guardsmen stand together. Your calls, letters, and advocacy were instrumental in moving this bill through the Legislature and across the Governor’s desk.

The CAL EANGUS Legislative Team, including Executive Director Josh J. Baker and Vice President Jeff Hawley, provided testimony and official support as the bill moved through multiple committees. Their engagement ensured that the voice of currently serving Guardsmen and veterans remained at the center of the conversation.

In recognition of that effort, CAL EANGUS was invited to stand with Governor Newsom at the Cal Vet offices as he signed SB 694 into law—a powerful moment that underscored the trust placed in our Association to represent California’s military community.
